@TheBrothergreen You cant apply bribery to issues of states providing funding to other states, sorry, it just doesnt fit. it's nothing to do with the crime of bribery. you could apply this sort of thinking to all kinds of such meetings between heads of state. its nonsense. anything you dont like, if funds are witheld conditionally, claim the leader has committed bribery.
