"Practically invisible to radar" from the right angle, and at the correct distance. Stealth is just sneaking. Radar isn't really all that different from your eyes and ears (Because the interface is designed by humans for humans) All Stealth does is allow you to get Closer to the radar, with a minimal return. It's not "Invisible" but the return signal is small enough to be overlooked as noise. Keep in mind there's a lot of Noise in the signals coming back, especially on ground based radars (Which the B1, and F117 are designed to defeat) because the ground, and ground obstructions like buildings also bounce back radar signals. So, they have to filter out the return signals of sign posts. The idea of Stealth is returning a signal small enough that it gets filtered out with the birds, and signposts. (Until you're close enough that it's too late, because you brought anti--radiation missiles, or glide-bombs.)

One of the best ways to defeat Stealth is by Interferometry. Rather than set up the radars spread out so that they cover the most area. You array them together so that their effective fields overlap, and they can read each other's signals. Including signal interference from something large that's not supposed to be there. Since there's 2 Radars (And processors) involved, they can quickly triangulate the bomber's position, and heading then scramble fighters to intercept. We developed this technology, and countermeasures to defeat it, before we used it in the theater.
