  1. I think it's better to do "ractess characters" at then, anyone can fit in. So okay, after the cast is decided you can act some stuff to make it fit, but I wouldn't recommand on having character by race (unless there's a super speciel reason). If you do... inform "we look for ___ actor\actress", and don't make people waste their time.
