  2. The ICC doesn’t have it’s own police force to enforce their warrants. The 122 signatories that recognize the court have to arrest him. Funny thing is, Russia, China, India and the USA are not signatories. Ukraine wasn’t either, but they have an emergency agreement in place to allow the ICC to investigate inside the internationally recognized borders Ukraine.
