The people and their government have to WANT democracy, South Vietnam wasn’t a democracy, we first put up a guy that tried to be a tinpot ruler (Diem, who thought “democratic rule by one man” was good enough, intimidated opponents in the election, and when one of them actually won (despite an attempt to stuff the ballots, he was arrested before he could take office). We had him killed and put up a military Junta instead in General Minh!
