  1. War crimes include using civilians as human shields. BUT war crimes also include still attacking an area with known human shields in it. Unfortunately war crimes can only be prosecuted LONG after the fact… if ever as ICC at The Hague is underfunded and not every country has signed on to extradition treaties that recognize the authority of the ICC. (Including the USA! We fear having our own people being called to court on war crime charges. Why?)
