Not sure about everywhere else, but in the US it was under the Reagan administration that funding for mental health care facilities (asylums) was cut. There’s a place a few miles from me in Queens, NY called Creedmore, it’s a pretty huge building, but even they can’t hold someone for very long before they are released back out with just a small supply of medications, which they have no idea if the person will use, and it’s about an hour long bus ride to the subway, so in a few hours you have someone with mental health issues, possibly unmedicated or at least in withdrawal, popping up anywhere in the city.
