  1. Yes, in fact the NYPD flag (yes they have a flag since 1919) has a 24 stars in the canton (top left corner). 23 of the stars represents all the cities, towns and villages that joined the city in 1898… the 24th star is the current city. 18 of those stars had their own police departments.
