  1. Perhaps instead of building all new lines, we should try to upgrade existing rail corridors to high speed, like on the Northeast corridor. This would require Amtrak to buy more railines (or build tracks next to existing freight lines) which might eat into the benefits of the new service depending on the area. (HSR in the US stops making sense after about 500 miles as it becomes more convenient to fly, even with the issues of getting to/from airports and dealing with security lines.)
