In defense of stormtroopers, Obi-Wan points out that they DO have the ability to be precise, which is more obvious when you realize they LET them escape to track them back to the rebel base in the first film. See how quickly they dominated the rebels and took over the base on Hoth in Empire Strikes Back, because they were actually trying to win.
