As Duterte mentioned, the statue of comfort women became a symbol of anti-Japanese hate expression and many scams are involved in S Korea. The statue is illegal against Vienna Convention to protect safety and dignity of embassy. S Korea, however, disassembled the fund made by the compensation and builds more statues. S Korea received about 8 million USD from Japan in 2015 to establish a fund to help the victims but they again took the money and did not pay most of it. History repeats unless you accept your mistakes.
