Sorry to fill your coment sectino, but thes eshow these people mentality, they put north american and latin america together like it is the same thing, and these is why centralization is bad, for these tipe of things, someone in north america and Canada giving instruction for someone in CHile and Argentina because someone in there have the same resources and problems that someone in north america and Canada. I always remember a story of why donation and support programs fail or caus emore damage than good, a man in LA go to an African nation, to offer computers for school, computers, the nun in charge of the school, ask do you want to help, saying yes, she respond we need toilets and sanitation.
