I live in Uruguay, and i remember, when the lefties, win goverment power 15 years ago, in mi country two projetcs , the emergency plan and Villa Arana, emergency plan was giving money to the poor for food, clothing and medical asistant, Villa Arana, was a housing projects, really good houses with all necesities ready, what happen, well emergency plan, with tax payers money, people buy cigars, cel phones, motor bikes, cars, even drugs, so was a complete failure, and Villa arana, people sell the roof, the doors, the toilets, kitchens, furnitures, all gone, so is useless dont give people money want to help, help one or two individuals and if they do that dont bother
