Same happen in mi country, because the teachers pass them because they are lteraly ask to pass them, even if the child is clearly dumb, they pass them, and then they arrive to sixth grade, and near to go to highschool, they barely can read, barely can do basic math, and mi mom can testifie, she couldnt teach her part of the program because the childs could barely do basic stuff, and they told her to pass them, and if she wantted to make them repeat grade, the parents come they protest they get angry, so at them end there is no incentive to make them repeat grades
