No one is dumb enougth to use nukes, use a nuke mean bye bye word, mean no resource,s you are literaly cleansing a zone, of resources and make an area unable to use, no, it is a paper tiger, but the people in China, wich some aare waking up, but it is a cicle for china, they unite they separate unite again and separate. As for cesarism, it is possible it happen as everithing is creating the possibility of a cesar appear, but i am more confident it will be or in america or europe, not so much in asia or russia, because the people there are more passive and docile, but if a cesar appear, i am nearly sure will be europe or north america
