As you said, these is a tool, it has nothing to do with the weather, health or energy, is power and control, the problem, is that, well, we are humans, we are not beings design to be lockdown for month to no end, the number of suicide, mental breackdowns, and depression, not to mention, the strees in infraestructure, supply lines will cause economies to crumble, also if the idea is spending decades in lockdown, people will well, literaly become even dumber and more psicopatic, creating even more crime, more preassure and it will result you cant control a society like that, but of course, even when you have people screaming to the leaders, you will colapse society and economie, they simple dont care. Shi would love these he wants power and control, and the best reference to tell is, he wants power, he wants to rule, even if you rule over a wasteland
