I used to visit and drive frequently in canada and america and noticed that when cities "arbitrarily" changed speed limits from say 80km/h to 50km/h for a short stretch, that's undoubtedly where the police were hiding to generate revenue for those fiscally irresponsibly run cities. I saw it in toronto and it's surrounding cities/suburbs, detroit, buffalo, and throughout ohio, georgia, florida...
