  2.  @zoe9632  In Australia, we have something called the National Disability scheme. People are allowed out of the prison like, mental health facilities, and they stay in a group home, where there are usually two people, who have 24 hour care 7days a week. They wear an ankle bracelet, which has an inbuilt tracking system. It's all government funded, and it seems to be working well...
