Actually, Russia asked to evacuate citizens so the Russian army can concentrate its fire power and take on the Ukranian army if it attempts to take Kherson, without fearing collateral damage to citizens. They need a free hand to destroy the attackers. Russia is fighting a multi dimensional war successfully. In the economic warfare front, they have not only the Ukranians, but the Europeans by the scruff of the neck.
