  3. A Russian living overseas can get a Gosuslugi account and, when in Russia, get a QR code with a negative PCR test at a certified local lab — valid for a couple-three days. The latest news I've heard is that a good antibody test will now get you a QR code for six months or so. No idea how or if it works for non-citizens. International travel is generally a pain in the ass. My CDC card (no QR, of course) worked fine in Austria last fall. But our friends were initially denied entry to a restaurant in Lisbon with their CDC cards a week ago. It took some persuasion and a reminder that they'd been patronizing the joint for years to let them in.
