That's not the way the real world works. Countries do whatever they want to do, especially if fighting for their survival.

I'm pretty sure that the UK would give Sweden, Finland and Poland technical assistance.

It will not be up to the people. If any country decides to develop nuclear weapons then it will be done covertly and decided on at the highest level with very few politicians being in the loop simply because they couldn't be trusted to keep their mouths shut. You will know when Sweden, Finland, Poland, Romania and Lithuania have nuclear weapons when you have them. I seriously doubt if Germany will ever grow the balls to get nuclear weapons - it's also cheaper for them to hide behind Poland.

@echomande4395 Actually it is well documented that after the US had a few near misses and improved the safety by implementing measures which prevented accidental detonation, the US then openly shared safety information with the USSR. I suspect that they did this with all nuclear states - though perhaps not North Korea.
