  1. It's also that the GRU executed the world's largest and most destructive cyber attack against the Ukraine in 2017. Arguably this attack was premature and allowed not only the Ukraine, but also the West and private businesses to harden their systems to an extent. If anyone is interested the worm used was NotPetya and although it primarily affected Ukrainian business and infrastructure, there was also severe spillover outside the country. Maersk and FedEx were the most notable companies affected, which caused severe global disruption. The amount of damage caused to Ukraine was immense, however the attack was probably not as targeted as the hackers hoped. This type of indiscriminate cyber attack against the West would likely cause severe damage to Russia in the event of a full scale attack and I suspect that its use is analogous to nuclear weapons, where they can't actually be used for fear of the consequences. As FedEx was affected I would be amazed if Russia wasn't threatened by the US government of the consequences of continuing this behaviour.
