  1. Commercial shipping cannot operate without insurance. Attacks of any kind eventually make a hostile region uninsurable. The reason why the US is pulling out of the business of guaranteeing the security of the region is that now the US is a hydrocarbon exporter it does not want to subsidize it's competition at great cost to itself. The US will continue to guarantee its maritime trade routes only. No anti drone technology is going to make this region insurable. It's either safe because no one is trying to attack the ships or it isn't. All the best.
