  1. It's not an issue of loss of investment. It's a matter of loss of political backing. The people sentenced to death etc are the scapegoats for the invisible power who then lost power. And without their back, corruption money stopped flowing. If you want to look at under utilization, look at the HSR! 90% of China's high speed rail is losing money... Billions a year!
