When the great society under Lyndon Johnson was created and welfare dependency came about Lyndon laughed about it he knew he had destroyed the black community with those barely getting by handouts and he also knew he had there vote with those freebies. Remember this is the party of the KKK he didn't have any intention of during anything good for that community it was about votes.
