I mean at the time it was a Republican presidency. The GOP basically controlled the US for a good while after the civil war.

@nextcaesargaming5469 yah that’s about it. And the Swiss are hardly a notably military power. The Americans had the Trapdoor, the Brits the Martini Henry, the French the Gra, the Germans would’ve just adopted the Mauser 1871/78, with the 1871 still being the skit commoner rifle, the Russians used the Berdan, and most everyone else used rifles the Remington rolling block.

@nextcaesargaming5469 Yah, they wanted more capacity after this was invented. The majority of the worlds militaries still used single shots, and those who didn't generally went with a native design. The Americans refusing it fits as much into American military doctrine at the time as it does Russian and British.
