Because China is already a dictatorship, in countries like Turkey, Russia, China, etc, there's already repressive laws in place to censor people. In Brazil there's no such laws, the freedom of speech is guaranteed by the constitution at least in theory, and this judge is acting in a extrapolation of Brazil's own legal framework, he's stepping outside the boundary of the legal process to persecute the political opposition, with the excuse of "saving democracy" and combating "fake news". To you have an idea of how bad things are this judge has already charged a person for saying that he's bald on instagram, yes, it appears excessive but this is Brazil right now.
