  2. What you don't understand is in international deals there is no such thing as legally binding. As it has been explained, a contract term is as long as there is a contract. The only way to enforce a contract in international deals is the threat of war. Say if USA does not live up to its commitments, is China going to nuke USA ? Of course not. The same vice versa.
