  2. Spain's low fertility rate is totally NOT related to how much government handouts are given. Its an aging population coupled with women/families choosing careers over children, much like the rest of the developed world. Sparsely populated/rural does not mean underdeveloped. Rugged, arid regions don't need roads and thing blasted over them. Crops and pasture lands don't need large populations.
