  1. Nope. The donuts are a consequence of the shape of the toroidal magnetic containment fields. I'm pretty sure rotating the plasmas would be detrimental to accelerating them. Or at least make doing so much more complicated.

  2. AF1 carries more than just the POTUS. It has to carry his staff, security detail, hangerson, etc. Literally hundreds of people. Plus where ever the POTUS goes, he needs to travel on the ground securely, and so that means a big cargo plane carrying armored limos goes with the AF1. It wouldn't be any use for the POTUS to "get anywhere in the world in an hour" if he has to stay on the airport for days. It also has to carry all the communications gear the POTUS requires. This is a dumb tie in.
