  3. That has always been the primary mission of the Sovi.. Russian SSN fleet. TF 74 Ah.... no. The US Fleet was there to deter Soviet intervention, not intervene in the war. It was just a diplomatic "signal". The US sends a carrier anywhere there is a crisis. A single CBG would be hard pressed to make much difference, and "no fly zones" were not a thing in 1971. Don't get all of your info from Wiki.

  4.  @_tyrannus  Russia can still build most of a SSN domestically. The titanium, the acoustics, the sonar and the nuclear propulsion. So any spending gets the multiplier benefits and there are probably oligarch political payoffs involved.
