This would have been the cultural norm expectation and while lower classes might have smaller and lower quality, they would still have followed the practice. In modern societies that still wear head coverings, even workers wear them in public. Statuary and paintings of women without veils were because they were portraits or portraying a message. Not likely they were trying to depict what was common practice. Paul was just being what we call a "Boomer" today. He was a religious revolutionary, but he was still a man of a conservative culture so he carried all of the baggage of that.
