  2.  @patrickgz  Well that is false. The break up of the USSR dictated that military assets became the property of the successor states. They had to create a separate agreement to consolidate all the nukes in Russia, because the West was afraid of the very real probability that they would get sold.

  6.  @PavelAVasilevich  A navy is/was of limited strategic value to a country that didn't need to project power, and warships are very expensive to maintain. A handful of nuclear weapons on the other hand, don't require much if the cores are kept separate from the devices, and Ukraine has a quite robust aerospace and nuclear industrial infostructure. They just have to have them for deterrent effect to be effective.
