  2. Because he controls a significant military force and is protected by it. Totalitarian oligopolies are not noted for their fairness.

  3. There are probably few if any army forces positioned in the region that could oppose him. All the units there are deployed against Ukraine. Not even the various internal security troops could respond to was is effectively one of Russia's most capable divisions suddenly turning against it and doing its own thing. But. The Northern and Western military districts each have many units that were not committed to Ukraine, that if Wagner had approached Moscow would have deployed against him. Most likely this "deal" was to stop the very embarrassing distraction from trying to win this whole clusterfuk of a war.

  4. Nyet. His chances of actually deposing Putin were slim to none. The army and FSB would see to that. What this was is him getting a "get out of jail free" card because they were going to charge him for all his tantrums. And it apparently worked.
