  1. Ehhh lets get rid of Nuclear. Revise NEM once again to make it even more so with solar you get nothing for excess generation. Plus mandate that anything you generate is sold back to you at market rate (already starting for shared meters). New construction or major renovations, solar is required (laws are already in place). A monthly connection fee to "maintain the grid". A base rate in addition to Generation & Usage charges based on your income (San Diegans love this one). Mandate bi-directional battery storage & EV's (see "mandate that anything you generate is sold back to you at market rate"). (future possibility) oh and if your system which we will be able to monitor remotely isn't working properly or isn't meeting permitted production targets due to equipment failure or lack of maintenance will have code enforcement come after you.
