  2. There's little difference between silently praying and just thinking to yourself, e.g. one is to an imaginary deity and the other is to oneself. Either way, silent thought is not a crime, nor does it offend or harm anyone. Prayer is not the issue here, it's specifically to do with political and religious beliefs.
