  1. California doesn't get to be the 5th Largest Economy in the world by being hostile to business. What often happens when an economy heats up is that it also creates an ever-widening income gap that pushes more and more people into poverty. Politicians must then deal with the results - higher crime rates, social unrest, handout programs, etc. What people dont understand is that overheated Capitalism creates Communism. So, to prevent hostile environment for business, leaders must correctly manage growth from the get-go. Don't wait until so many people can't afford rent and are homeless to institute solutions. By that time, the only thing they can do is handouts, which is Communism...AND DOESN'T WORK!
