  35. No, it's proof that Putin is NOT targeting civilians. Just wait until what will happen to Ukrainian combatants once civilians had fled. According to the International Law of Armed Conflict, once a civilian takes up arms, he automatically becomes a combatant (an "Unprivileged Combatant" to be exact). That means, it is perfectly legal for Russian troops to target him. I am not siding with anyone - just inform you facts so that this won't escalate into WWIII.
