Based on the Trump CNN speech last night, Europe is going to have to because it is very clear now that if Trump is re-elected NATO is a dead duck. He will pull the US out if Europe refuses to pay the bills, which they will. A Europe paying for its own defense is a Europe unable to pay out the promised entitlements to its populations. Ask the French what any threat to entitlements looks like.
