It appears there was an unmarked cemetery there with people being buried there who were supposed to be interred elsewhere. If you look up the name of the fellow on the stone, he was supposed to be in Hillside Memorial Cemetery. Something went wrong and now residents are living on graves. The city is covering this up.

@anitakristensen4679 I just looked at a 1934 map for the same area. There is in fact a cemetery located at the same location as the guys house. Looks like some developer got a hold of the land in the late 50s and built over the graves but never moved them. All the houses west of the tracks should be sitting on graves. No name for the cemetery, it is possible it may have been Jewish but that is no reason for it to get plowed over. Something is rotten in Denmark about this. The 1951 map of the area shows a "Pacific Crest Cemetery" present at the same location. Based on the maps, it appears they moved the cemetery when the developers started building subdivisions but they left some graves behiind.

@lilphilosophy481 They are not supposed to do that because if a relative gets the plot deed and shows up to inspect it and it is not there, all hell breaks loose. That is what happened with the cemetery where Emmitt Till was buried at, and they owners of that park got ripped a new one because they were dumping caskets with remains in the woods. The US has laws protecting grave sites unlike Europe where they recycle them after 25 years.
