Truck likely bottomed out on the grade crossing. If the incline of the approach to the track is too steep and the truck is heavily loaded, it can get stuck and not be able to move out of the way. There are signs posted at every crossing with a phone number to call in case a vehicle is stuck on the tracks, but the driver likely panicked and didn't know to call.

@roger0929 The terrain may be flat but the tracks are not always at ground level. Even a minor rise in grade can cause the need for a steep crossing. A great example of this is this video: https://youtu.be/tMJK_PnZgzU?si=PhIw4iQD2tNzR8d0 Note that the truck driver in this scenario was running around screaming in panic, but in fact there was a sign present with the emergency number to call if a vehicle was stuck on the crossing hump. This is quite common and usually there will be warning signs to tell drivers to avoid the crossing if they are riding low due to load.
