  1. 1. Few, if any, blacks pay taxes in appreciable amounts. If you have a black majority city, you have no tax base. 2. If you keep giving free stuff away to everyone, no matter who they are - citizen or border jumper - you won't be able to sustain it for long. 3. The problem with socialism, is that eventually you run out of other people's money. Margaret Thatcher was right then, and is still right now. The more that the people who genuinely can pay into your tax base move away out of better opportunities elsewhere, the less you have to work with and the tougher it is to get balanced.
