  1. Russia is actually "Limited Warfare". They are only targeting military depots, anti-aircraft facilitates, and Ukrainian government facilities, The Russian Government do not want to destroy Ukraine. They want to set up a puppet government that is sympathetic to Russia. That is why the Russian Military is not outright destroying the infrastructure of Ukraine.
