  4. Why don't accepting that red slash is optional? Beside red border on circular signs are prohibitory sign, regardless there's a red slash or not. If you can't tell it's a prohibitory sign without red slash, you probably shouldn't be driving.

  10. Depends of the country. Lot of countries still use a steam engine for level crossing without gates. Only Germany, Croatia and few countries use a modern electric locomotive. Strangely Germany still use a modern electric locomotive. for level crossing with gate, while lot of countries uses a "fence" symbol.
