The overall environment—marked by Russia’s refusal to pull back military support for separatists, continued hostilities, and political pressures—made full implementation on both sides unlikely. The failure of the Minsk Agreements can be attributed to a combination of factors: Russia’s continued backing of separatist movements and reluctance to adhere to its commitments. Ukraine’s hesitation to grant too much autonomy to the Donbas regions. The ongoing military engagements that undermined efforts toward a lasting peace. Thus, while Ukraine did not meet all the obligations set forth in Minsk, Russia’s actions and the overall conflict context were equally significant in preventing the agreements from being successful.

This included prominent channels like RT (Russia Today) and Sputnik, both of which are state-funded and controlled by the Russian government. This move was part of the broader Western sanctions and digital restrictions imposed on Russian state-backed media. While ordinary Russian users can still access YouTube, there are important caveats: Many Russian users have reported that certain content is either censored by the Russian state or completely restricted, particularly material deemed critical of the Russian government or supportive of Ukraine. In some cases, videos related to anti-war protests in Russia or content exposing human rights abuses within Russia have been removed or made inaccessible.
