  1. Seems like rent control only works when there's already enough affordable and public housing on the market to forces rents down citywide. When rent control was passed in San Francisco, landlords just stopped building affordable housing in favor of luxury housing. As soon as residents moved out, they would either bulldoze the buildings and replace them with luxury units, or renovate them into luxury units that all started at $1M each. You might say that banning investors from buying up a certain percentage of the housing market will help in this situation, but when Rotterdam tried this in select neighborhoods, the decreased rental supply caused the rents to rise even further. The solution is simple. Flood the market with housing diversity.
