  1. You have almost never had a constitutional government. What you have had is people gifted with lifetime jobs that allow the government to do anything they want and declare it to be constitutional. The US military of in itself is unconstitutional. Plus the US police count as a standing army which are deployed against civilians which is totally unconstitutional.
