  11. You will have your cars seized and crushed if you refuse to pay speeding fines and a lien will be placed on your house if you refuse to pay council tax. When you eventually sell your house or die the council tax owed PLUS interest will come out of the sale proceeds or your estate whichever is sooner. They cannot lock up millions of citizens so this is their alternative plan. We all lose in the end.
