  1. The system labels it victimhood status. Victimhood status warrants benefits and special protection. People pretend to be victim for benefits.

  2.  @JeremyMcMillan The path of least resistance is pretty standard theory. I would say many to most will take that path. Hence, victimhood status is quite possibly the easiest path for unearned benefit.
