  1. Because even numbers have to be divided by 2, the moment you hit a power of 2, it will collapse to 4-2-1. And the smallest power of 2, which is 3x+1 is 4. If you want to find a number that doesn't obey 4-2-1, you need to find a number, that will never hit a power of 2. Maybe, we should search in the reverse direction. Pick a power of 2, then find the odd number that yields that, by doing 3x+1. And check all the ways, these odd numbers can be reached. And if there exists a number that violates 4-2-1, then it should be an odd number, and all its multiples with powers of 2.
